Why did Stalin promote marriage in the 1930s?

I'm aware of the steps the Soviet authorities did take to promote marriage but not the reason why he promoted it in the first place. Why did Stalin promote marriage in the 1930s?
Because married people have children -- usually.

Stalin wanted to boost the population of the Soviet Union for two reasons:

one was economic, he needed workers to drive the industrial society he hoped to create.

The other was military. He anticipated that he would be going to war with Hitler and would need soldiers. The Nazis also promoted large families, even giving women medals for motherhood. Why did Stalin promote marriage in the 1930s?
Because he wanted them to have children, thinking he could use them as workers for industialisation, and he'd also hoped that he could ';brainwish'; the new generation in his favour...
